Capt. Fuller has received a tip that a black market involving El Salvadorean babies is being operated by a priest name Jim Sykes. Father Sykes operates a refugee program and the people at INS are suspicious that he might also be selling babies. Since Father Sykes is a teacher at St. Peter's University, Penhall, Hoffs, and Ioki register as students. Doug quickly befriends Marta, an El Salvadorean living in exile. Marta invites him to one of Father Sykes refugee meetings. At the meeting, Marta tells the people her first hand experiences of being jailed and tortured in El Salvador. After the meeting, Ioki mentions that Father Sykes can't speak Spanish and wonders if Marta might be assisting him in selling the infants.
