After a cheerleader is gunned down in a drive-by shooting right in front of Belmont High, the School Board calls in Gordon Brooks, a tough new principal to bring things under control. He immediately initiates a dress code, insisting that no one will be allowed to wear the colors or bandannas of a gang. Principal Brooks tells the athletes in the school that, due to a few bad apples, he's going to have to pull the plug on the athletic department. However, he could be persuaded to change his mind if they'd volunteer to be hall monitors. Naturally, they jump at the idea. Brooks watches as Penhall breaks up a fight and asks him to be a hall monitor as well.
