Aware of a drug ring using high school kids to work the docks, Hoffs goes undercover to gain the confidence of Charles Greening, the kingpin of a large drug smuggling organization.While Charles and Judy become close, Charles' drug partner, Capt. Bob Roberts executes a murderous plan killing five undercover police officers. With the police closing in on them, Charles, Bob and Judy make their getaway on Charles' boat, leaving a worried Fuller looking on from thedock.
