Captain Tom Waters is one of four pilots taking part in a top secret, experimental Air Force project involving virtual reality. When two of his colleagues die during test runs, Waters begins to believe that there is a conspiracy among his superiors and that he and the other pilots are being manipulated by the Air Force.
