Flipper invites his friend Lopaka to his place inside the sunken city of Quetzo, when suddenly the two of them find themselves imprisoned. Flipper introduces Lopaka to his underwater home - the legendary lost city of Quetzo. When Dexter hears that a human is in the city, he claims it breaks an 'unwritten law' and puts Flipper and Lopaka on trial before all the citizens of Quetzo. Flipper and Lopaka are imprisoned in a cage, but this saves them when a fishing boat catches all the other creatures in its net. Flipper and Lopaka escape from the cage and, working as a team, free everyone from the net and disable the fishing boat. The citizens of Quetzo reject Dexter's charges against Lopaka and accept him as a true friend.
