Action superstar Steven Seagal stars as a government agent-turned-survivalist from Northern Alaska who works on a wildlife refuge and sponsors a young girl in an international foster program. When he discovers that the foster program is really a human trafficking operation unwittingly financed by honest and well-intentioned samaritans, he heads overseas to find the girl and shut down the operation.
