POPEYE creates his own cartoon idea and casts himself as the hero and Olive as the heroine in a spoof of an old-fashioned melodrama. / POPEYE tangles with a tough woodpecker (who talks and acts like Edward G. Robinson) as he searches for a mast for his boat. / Olive Oyl throws a birthday party for POPEYE and he brings his shipmate Shorty to celebrate. Shorty tries to help Olive bake a cake for POPEYE. His intentions are good, but the results are catastrophic.
