When Jake discovers that the government official who is supposed to protect them is actually withholding a vaccine for the Hudson River virus, he and the Rangers take their survival into their own hands.
All hell breaks loose after Russell and some armed men from New Bern arrive in Jericho to take salt from the mine. Shots are fired accidentally which leads to heightened tensions between the two towns. In jail, Jake runs into Maggie, one of the fake marines from a previous episode, and together, they plot an escape plan: Maggie cons her way out of jail and finds Hawkins, who helps her get Jake and Eric out of jail.
When Jake and Hawkins travel to New Bern to find Eric, they uncover a secret plot that puts the citizens of Jericho in danger. When Eric doesn't return from New Bern with the other men, Jake senses something is wrong and uncovers what their neighbors secretly have in store for the citizens of Jericho.
With no end in sight to the long, hard winter that Jericho has been experiencing, Gray Anderson determines that the refugees have become a problem. Roger goes off the deep end trying to remedy the situation and Jake ends up acting as a hostage negotiator when Roger holds Gray captive. Meanwhile, Hawkins must decide whether to pursue the people who after his bomb while dealing with the emotional aftermath of Allison killing Sarah.
With the arrival of the Marines, the citizens of Jericho consider what their lives will be like when law and order is restored and the nation begins to recover from the bombings.
Jake and Johnston are joined by Dale and Heather on a trip to a trading post several hours outside of town in search of equipment to fix the local windmill. Heather knows how to fix the local windmills and convinces Jake and Johnston to travel with her to "Black Jack,". Dale joins them in hopes of trading supplies from the market for something the town can actually use. To the dismay of his family, Hawkins brings Sarah back to their home as they both try to figure out who is watching Hawkins.
