A rapist turned informer is murdered before he can lead police to the elusive boss of a drug ring in Jo-Jo. Starsky and Hutch thwart a federal drug bust by arresting one of the suspects, found committing rape at the stake-out scene. Federal officers assume jurisdiction in the case against the wishes of local police and soon release the rapist with a deal to work for them on the drug case. Furious at having the rapist released, Starsky and Hutch continue to inter-view witnesses hoping to eventually get a case against the man. Suddenly he is killed and it appears that one of his rape victims murdered him.
