After a botched bank robbery attempt results in a hostage standoff, Captain Horst Cali and his team helm negotiations. Negotiations are quickly complicated when it is revealed that the hostage takers are military veterans and that one of the hostages is the daughter of a wealthy and connected real estate magnate.

Horst demands a teenage boy's release, cutting the electricity in the bank until he's freed. But Wolf is mysteriously adamant about not giving up the boy, and tensions rise when he threatens to kill a hostage unless he gets power back.

After implementing a wire transfer from the bank, Wolf sets out to enact Deke's extraction plan. Suspicious of Wolf's platoon-mate Leon, Horst continues to probe and makes a dramatic discovery.

After one of Wolf's men is compromised, Rabbit takes advantage of Wolf's vulnerability and takes over operations. Horst's impending breach can only be avoided by one last face-to-face.

Rebuked for giving Mr. Wolf (John Leguizamo) the upper hand, Captain Horst Cali (Donnie Wahlberg) is replaced by a FBI negotiator and placed on the sidelines. A wealthy businessman, Alan Beck (Tobin Bell), takes matters into his own hands to free his daughter who is being held hostage.

Wolf and Horst each get a surprise visit from a loved one. Horst and his team interrogate one of Wolf's former platoon-mates while the hostages decide to take matters into their own hands.

After the hostages emerge safely from what seems like a successful breach, Horst and the hostage takers are nowhere to be found. While Connie races to find them, Horst is left to fight for not only his own life but a loved one's.

One of the hostages is accidentally shot, forcing Horst to reevaluate his strategy and his trust in Wolf. Wolf makes contact with Alan Beck, while getaway driver Deke formulates an alternate escape plan for Wolf.
